You see? I was right. People never check, on anything, and never know what they are doing, ever. Everyone thinks someone else will do it. How many people do you think this had to get by before it got on air? 10? 20? As a penance, the actual Cubs mascot should have dick and balls sewn into his costume. At least for 1 season.
